Christina G. Hioureas is a leading Greek-American international lawyer and arbitrator who serves as Global Co-Chair of the International Litigation & Arbitration Department and Chair of the United Nations Practice Group at Foley Hoag LLP. She represents sovereign States, state-owned enterprises, and private entities before all major arbitral and judicial bodies—including the International Court of Justice, ICSID, UNCITRAL, ICC, and ITLOS—on matters involving sovereignty and decolonization, anticorruption, investment, energy (cleantech and conventional), international environmental law, and human rights.

Recognized for her sharp legal mind and dedication to the rule of law, Ms. Hioureas also regularly serves as counsel and arbitrator in complex investment arbitration and commercial disputes and advises on matters before the UN, its bodies and its courts.  In 2024, the Financial Times named her among the “Top 10 Most Innovative Lawyers—North America.”

Fluent in Greek and English, she brings a transatlantic perspective rooted in legal excellence and cultural awareness. Ms. Hioureas earned her B.A. ad J.D. from UC Berkeley School of Law, and now teaches international law at UCLA School of Law and the USC Gould School of Law in the areas of international environmental law, human rights law, and arbitration.

Her notable cases include representing the Republic of Mauritius before the ICJ in its landmark decolonization proceedings, counsel to several vulnerable States in the separate climate change advisory opinion proceedings before ITLOS and the ICJ, and serving as counsel to Greece’s state-owned gas company in a series of complex cross-border energy disputes against Turkey.  She currently sits on Foley Hoag’s Management Committee, has served on the Executive Council of the American Society of International Law, is a member of the Council on Foreign Relations (CFR), and remains a steadfast advocate for democracy, international justice, and Hellenic values on the world stage.
